MISSION STATEMENT
Defend Earth from possible hostile invasion. Explore new worlds and return new technologies for research and development.

Having said the above, the mission of both the SGC & SG-SOCOM, is to support the Department of Homeworld Security in the defense of Earth. The SGC employs a combination of SG Teams, F-302 Squadrons, Daedalus Class Spaceships and several Off-World Sites to fulfill its mandate. While the SGC reports directly to DHS, SG-SOCOM is under the command of USSOCOM, but tasked with supporting the functions of the SGC's Special Operations requirements. The SG-SOC has broken down its combatant units into two distinct groups; Off-World Ops and Space & Air Ops. Once deployed its units will coordinate with the local SGC commander to accomplish the overall mission objectives and goals. Occasionally however, the SG-SOC will still explore new worlds and try to return with new technologies for research and future development for the defense of earth, when not acting in a support role for an ongoing SGC mission. 

Since its inception, the SG Operations components have worked vigilantly to fulfill their mission's mandate. Accordingly, these teams and squadrons have served in numerous off-world operations, both fulfilling their own mission objectives, as well as supporting the SG teams, the Alpha, Beta, Gamma and Omega sites, as well as, the Atlantis Project and most recently the Icarus Project.

The Stargate and any related programs remained dormant until 1997, when it was confirmed that the Stargate was capable of connecting with multiple destinations. Realizing the Goa'uld threat, Stargate Command (SGC) was formed with a contingent of SG teams. Their standing orders, along with the SGC, were to acquire weapons or technology that could help Earth in the fight against the Goa'uld, including establishing alliances. From that point forward, the SGC began exploring hundreds of worlds, and after encountering a few advanced races, researching and developing many alien/human-hybrid devices, such as fighter-jets capable of spaceflight, and Earth-designed battlecruisers.

Stargate Command was originally overseen directly by the President and the Joint Chiefs of Staff (as stated in Children of the Gods), but after Anubis's attack on Earth (in Lost City), Henry Hayes established the top-secret "Department of Homeworld Security". Its first leader was General Hammond, but he eventually moved on to another position and was (presumably) replaced by Jack O'Neill. The Department of Homeworld Security controls the Stargate Program as well as the F-302/BC-304 program.

While the SGC and its SG teams were tasked with exploring new worlds to acquire technology and establish alliances, the concept of a Special Forces component to augment these teams was born in the fall of 2001. With the US Military shifting its focus to combat the global war on terrorism, the SGC and and its supportive commands redoubled their efforts to protect the HomeWorld. With the ever pending threat of possible hostile invasion, exploring new worlds and obtaining new technologies for research and development was not the main mission for the fledgling SG Special Forces. By the summer of 2005, the highly trained Special Forces teams were expanded into a more comprehensive, flexible and responsive Special Operations Command and renamed, SG-SOCOM.

Other countries' militaries have been included in the Stargate Program, as the existence of the Stargate was revealed to other countries (the first were the Russians). The IOA (or International Oversight Advisory) is a civilian oversight committee, created after the United States and Russia revealed the existence of the Stargate Program to the other permanent members of the UN Security Council (the United Kingdom, France, and the People's Republic of China), in the hopes of pooling their combined military resources to defend Earth against Anubis's fleet. After the defeat of Anubis's fleet and the subsequent discovery of the Ancient outpost in Antarctica, this international committee is established to oversee it and the Atlantis expedition. It is composed of the representatives of several nations, but the leaders of the committee seem to be the United States, the United Kingdom, France, Canada, Russia, and China.  The five permanent members of the UN Security Council and the signatory members of the Antarctic Treaty (including Jamaica, Philippines, Portugal, Croatia and Spain) also sign the Gate Alliance Treaty, which specifies that all acquired alien technology will be shared between the member nations, in exchange for assistance in keeping the program secret. The US President also informed long-time ally Canada about the Stargate Program.
